There are two ways: innovative (deBono) and bloated (bureaucratic). For some “outside the box” thinking has turned into creating irresistible collectivist systems that bypass individual decision making. Such systems are by no means smarter than a crowd. They fail just as much as individuals. The difference is when systems fail they do so big time to the detriment of all those individuals that had given away their power of decision to the system.
